Cotton development is constrained by cotton production provinces to buy cotton from other provinces

“The enthusiasm of cotton farmers, the reduction of cotton acreage, and the chaos in the acquisition and processing of cotton have become two important factors that have constrained the development of the cotton industry in Hunan.” Zhang Yan, the representative of the provincial government, recently made two recommendations on the development of the cotton industry.
“One is to suggest that the provincial government introduce the minimum cotton purchase price regulation as soon as possible to protect the rights and interests of cotton farmers, so that farmers can eat a sure pill.” Zhang Yan told Hunan Province that Hunan Province is one of the eight major cotton producing provinces in the country and has more than one million cotton plantation households. It involves more than 2 million people. However, the market risks and natural risks of cotton coexist for a long time. Especially since the outbreak of the international financial crisis in 2008, cotton prices have been ups and downs. The state has established a minimum purchase price guarantee mechanism for grain cultivation. The type and amount of food subsidies have been increasing year by year. I think that the minimum purchase price regulation should also be introduced for cotton.
“The second is to suggest that the government make great efforts to rectify the order of the cotton purchase and processing market, eliminate backward production capacity, and develop and expand the cotton industry.” Zhang Yan introduced that Hunan has 400 tons of baler companies, and the cotton processing and packing are in line with international standards. However, the existence of a large number of "small and small soils" (small roller, small sawing machines, and soil balers) has led to confusion in the acquisition and processing market of cotton, which has constrained the development and growth of the cotton industry. Zhang Yan suggested that the provincial government take the lead in organizing relevant departments and make great efforts to carry out deep and lasting rectification of the cotton acquisition and processing market, eliminate backward production capacity, ensure the smooth transformation and upgrading of the Hunan cotton processing industry, and lay a solid foundation for the development of the cotton industry. At the same time, it is proposed to further expand the coverage of cotton instrumental public inspections so that large bags of processed cotton bags can be subject to notarization tests and build a quality information platform for cotton fair trade.
